Phebe was born circa 1697 in the Town of Flushing, Queens County, Long Island, New York. Phebe married Peter Wilcocks on 15 September 1715 in Jamaica, Queens County, Long Island, New York. In 1736, The family came to Elizabethtown from Long Island with Phebe's brothers: George, James, & John Badgley. They settled next to James & John in that part of town which was later called Westfield and now called Mountainside - it was in the valley between the first and second mountains. Phebe departed this life in 1776 in Elizabeth Town, Essex County, New Jersey.
