Samuel was born circa 1671 in Throgs Neck, Westchester County, New York. Samuel married Sarah Pickney, daughter of John Pickney and Abigail Hunt, before 11 December 1699 in Throgs Neck, Westchester County, New York. On 31 January 1698, Samuel took the Oath of Allegiance to the King of England. Samuel & Sarah resided in Westchester where they were heavily in debt by 1701-1703. On 27 September 1703, Samuel sold his inherited lands to Edmund Avery. Samuel was one of the first assistant aldermen and member common council in organization Westchester. Samuel departed this life in 1744 in Eastchester, Westchester County, New York.
